if the inspector quibbles you could replace the sealed unit with one of current spec to get conformance. you could take the u value of the whole window as 2 for a rough calc.

is it laminated glass? this is normally 6.4mm, you may be measuring it as 7. you can tell a laminated pane by looking at the edge. you will see the plastic film between 2 sheets of glass. otherwise you are looking at a 20mm unit - is is to go back into a upvc or timber window?

if you can;t find one in your timber yard, a decent woodworking shop or joiner should be able to make you up a new sill. i would strongly recommend hardwood, or at least well treated softwood.

also after you have replaced the sill, the stiles will potentially be unsecured unless you joint them to the new sill (which may be difficult)

it depends how the stiles are fixed to the wall. you want to make sure that they are not moved either in/out the builiding, up or down, or together/apart (i think this is the least likely way they will move)
