    True dat. How long a fence do you need? Also the further you are from the source of the noise the higher the fence needs to be to have a reasonable effect. If you don't want to spend money on specialist stuff then choose concrete over wood. Greater mass will help reflect more sound waves.

    Regarding drainage, if at least the slabs are above ground level, with a slight fall across the area, you won't get any issues with water collecting under it or anything, and no wood to rot.
