    I guess you are able to bleed air from the rads ok ? If the valves are thermostatic check that with the thermo head removed the pin is free to move down (push with the flat of a spanner etc), they can get stuck. if it is micro-bore pipe it might be blocked if the rads are not heating even...

    if they both have thermostatic valves then the symptoms would make sense. I would start by trying to get them both hot when each has the thermo valve set on max or even better the thermo head removed. I would alter the lockshield valve on the new rad until it gets hot.

    indirect vented system help

    have you opened the gate valve to the hot water cylinder. there could be an airlock in the coil in the hot water cylinder. Try opening any manual air vents on the cylinder piping.
