    Pump would be my first guess, but then I'd go on and test if it was actually causing the problem before doing anything. I'd call the guy back that changed the controls and tell him it hasn't fixed it. Swapping parts on a guess is no way to fix anything.

    Being mains pressure upstairs or down will make little odds. The mains flow rate and ability of your shower/boiler to heat the water are the factors you need to consider. Providing your incomming flow rate is sufficient you should get an ok shower.
