At the risk of sounding off for a particular product i am absolutely sure that cilit bang degreaser is the business for this job. its basically ammonia. so wipe that off with a paper towel and reap the rewards cus it wont repel water

And why are you so concerned about brushing it? In my experience it reduces spatter.

What about washing it prior to painting? Particularly if ppl smoke there... Washing it first improves paint coverage

i would normally use masonry nails but if you have time and the room isnt too big, you could use a length of timber and a car jack to compress the skirting to the wall while the gripfill goes off.
