just check that when u have had the front disassembled u have not pulled a wire off the back of the main switch on the front.have had this happen before
had a lot of these.it is the return thermistor bad readings or oc or short.2 min to change and cheap.should read in region of 9700 to 10300 ohms when at 25 c.waste of time changing pcb he needs a meter
sounds like a dodgey flow switch if u a sparkey check inside the boiler cover should be wiring diagram.shows you were the flow switch is ( the boiler cover not combustion cover )
do the red leds climb to the top of there range when u switch heating on ? if so it may just be the thermistor resistance is reading wrong .if so just change this is very quick and cheap to change.and sounds most likely culprit
not a bad boiler nice n simple to mend. change plate exchanger and poss diaphram in diverter valve.should take any decent plumber under a hour to do.these boilers run for years with simple maintance
