Thanks for reply, I read from cemex website that it needs to be kept a 5C for the first 48hrs, I also see you can get frost blankets from a foam material probably too expensive or use hessain covers or Bubble wrap!

The solution is FAULTY BALLAST UNIT as the one in garage works in loft but the one not working in loft does the same in garage, well done to those who guessed the correct answer. I swapped bulb and starter and still same problem! I will return to Toolstation! Many Thanks
