pva the ceiling first and let that coat dry then pva again and skim when the pva is tacky, the mix depends on the pva ie cheap pva is usually watered down already, i usually mix it so it looks like milk not too wet not too thick..............
you should have gave it two coats of pva let the first coat set than start skimming when the second coat is tacky but i nearly always overboard and skim less chance of problems and the difference in price compared to scrapeing, pva wait then pva again then skim is pennies.
did they use a sponge on it? This is what can happen when the plaster has set too quickly then brought back to life with a sponge, unfortunetly is only comes back to life and never sets. Is there lighter patches in places? i would rub them down and easy fill.
