Adjust all the TRV's to find a happy medium, If you have a roomstat set at 23 in one room the room you are sitting in might be freezing. Just use your TRV's turn them off where you don't use em and close the door

Did you drain the system? or did you just drain the rad? If you drained the system it maybe air in the 2 not working If you blanked the valves without draining nothing should be wrong just coinsidence try turning all working rads off and see if the 2 get hot.

Polish plumber/heating engineer perhaps?

Nope adjust it properley I found a leak above floorboards with carpet and it picked it up to around 11 inches away. Great bit of kit
