    Turn off the incoming mains cold water tap. Open ALL the taps in the house. Wait for the water to stop running from every tap. Cut Pipes. Alter Pipes. Turn water back on.

    I think he has pushed some sludge into the pump while powerflushing. As this is where he should of been powerflushing from - not from 2 15mm pipes :x If you unscrew the cap on the pump and help it start moving with a flat screwdriver it should get it working.

    Could be a faulty gas valve. Might be the air pressure switch. Does the boiler try and fire (listen for a few "igniting" clicks) but then stops and gives up trying to ignite?

    No, you will only drain done the system as low as you are cutting the pipework. There will still be water in the system (i.e. other downstairs radiators). Correct. Commissioning is to ensure every radiator gets hot and the system is balanced. Yes you can.

    No you'll be able to get a new syphon to fit - but it will need to be ordered. I use this site - http://www.shop.lunns.net/syphons--flush-pipes-19-c.asp Measure your old syphon and look for something similar.

    You do not need to remove the cistern of the wall to replace these syphons. It's a low level toilet. He didn't replace it because it's not a standard syphon and he would need to order one to fit into your current cistern. A universal syphon will not fit.

    Sounds like an airlock. Have you bled the pump (by unscrewing the little cap in the middle off till it dribbles out water). Have you got any air peps in your airing cupboard?
