    You have to use the Lockshield valves to balance the system. Are you saying your hallway radiator has no valves at all? Turn all the lockshield valves on the hot radiators open only 1 turn and turn the cold radiator valve on fully.

    It's a balancing problem. You need to go around to the hot radiators and turn them all down pushing more heat to the cooler radiator.

    Sounds like the heat exchanger is possibly starting to block up. Does this happen with the central heating as well or just the hot water? Yes, it's safe to use but you'll find that if it gets too blocked up the boiler will overheat and cut out.
