As far as I understand it, that's your pipes expanding and the noise is probably the pipe against the joist under your floor or wherever the pipe is pressing against wood. It is possible to cure this problem by stuffing something soft & heat resistant between the pipe & the wood.

Your plumber may have also fitted a ball valve to the pipe feeding that tap, he may have forgotten to open the valve when the job was finished & that may be restricting the flow.

I would also try turning down the tap a little to see if the water warms up at a slower flow rate. Your boiler may have the flow rate set to maximum which might allow the water through too quickly & therefore not allowing enough time to heat it as it passes through the boiler. If your water...

Does the pressure guage show water pressure in the boiler? About 1.0 is a standard cold pressure if all is OK on that front. But it sounds like it just needs topping up using the filling loop and the leaking radiator needs to be addressed.
