No, adding an external light does not come under part p so long as there are no outdoor switches, junction boxes etc and the supply is not a new circuit from the consumer unit and the connection indoors for the light is not made in a special location etc.

It may be of interest to note that that the two years old iron that I use at the moment cost about £12 from Tesco. Its predcessor cost just under £60 and lasted just over the guarantee period. Good luck with your project. My mothers iron works fine and is 24 years old!!
