as this is a long post i may of missed an odd point. it is the larger of the two tanks in the loft thats overflowing.& when it is overflowing the cold feed out of the bottom of the tank warms up if the cylinder is hot.

u did fit them on the hot pipework? No piont on putting on the cold. & ur sure there nrv. (single check non return valves) no slots to turn the water off on them. ya cylinder was changed ? which made no difference.

The earth should be within the meter & the 1st 600mm of the outlet pipework but visible. pipe clip centres change per pipe size 15mm pipe vertical 2m horizontal 1.5m 22mm 2.5 & 2m & the same for 28mm.sleeve should be at least flush with wall & sealed with non-setting compound

turning off both ends should stop it unless the stat is old. its a dint in the ballvalve washer thats causing this type of water hammer, very common in part 2 type diaphram valves . A new washer will cure it but if its a few years old the the orifice if plastic could be rough so a new valve can be the best option.

any pipework passing through brick/block construction should allways be sleeved even if its only 100mm. on 15mm pipe an easy sleeve is 20mm overflow pipe.
