    what cable should i use

Its not a new installation from what I read, it's an existing installation. So I would term it as an add on to the existing installation/system. The installation can be safely isolated at the fcu, don't see a problem. I certainly would not be issuing a part p certificate and insurance for...

    PME and main bonding

Not sure that's 100% correct, if you have PVC incoming water main and gas main, how does this earth all the pipework ??? What you have if you don't bond is a resistance of all pipework if not bonded, you then have Volts/Resistance = Amps (current will flow), should you touch both. Also if...

    what cable should i use

Not a good idea taking the solid 6243Y 1.0mm into the boiler though. Best to terminate and connect to boiler using 3184Y Flex 0.75mm. I normally take the 6243Y (stat wire) into the Fused Connection Unit, then take a 3185Y 0.75mm (5 core flex) to the boiler.

100% incorrect. What if the neutral or earth connection was lost through the stop button due to a break or loose connection. As already stated should be through a contactor with lock off stop button.
