Looking at our windows I can see this lever when the window is tilted and then I can depress it and the window swings open still being tilted.

As said above, use expanding foam. It insulates and goes into all the tiny gaps. Foam is not that bad to use. Have a spay bottle with water near you when you do it. If the foam expands too quick, i.e. you have overcooked it with the foam, spray water onto the surface and it stops expanding.

Try and knock out as much of the old cement as possible, ideally right through to the outside and fill the gap with expanding installation foam. This stuff will keep any window fixed as well as well fixed as the cement, it will not crumble over time and it insulates and avoids the cold bridging...
