Depends when you want it fixed really. If it is a faulty pump (sounds the case by what you've written previously) a service isn't going to cure it. The pump will need to replaced by a registered gas man.

If it's a cdi model, had faulty pumps on them a few times where pump runs 24/7. Something to do with faulty pump internal pcb, not the main boilers pcb

Eco light will be lit green if preheat is off. If it's not lit, push it for a few seconds to change it.

Your boiler has a water preheat function built in. you may have a blocked plate heat exchanger or faulty diverter valve which is causing radiators to heat when the water is preheating due to diverter valve passing heat down heating pipes
