It's defiantly just the base up there. I'm thinking the best bet will be to cut a hole in the new ceiling and then putting a maintenance free jb up there then putting and sealing the ceiling back up. Would this then be ok? Shame there is no easy access from above.

I just got an old tub of dulux matt paint out and there is all sluggy paint on the bottom and a good few inches of clear liquid. Has this paint had it? Or can I stir it all up and away I go?

Yes it is the only wall that's external so once scrapped it dry it paint it. And just make sure that we keep the condensation down by leaving the window a jar and we also have a dehumidifier for the washing. And I am hoping that should keep it away.

No not pyro just old control cable. Was copper and pos pvc. It's around furnaces so for thermal protection I guess.

Actually I did get a survey done and that's how I knew it was there just making sure on removal or just working on it. I suppose just be careful I understand that obviously they want ya cash. Just new house owners just get hounded with how bad it is.
