    If it's a bolt on panel consider buying it from a breakers. That way, it will already be faded and will be a better match for your existing paintwork.

    Does indeed sound like the fan. In the old days they could sometimes be restored by re-lubricating the bearings but as it's inside the CC best not to touch it.

    I think there's no point power-flushing the old rads; all it will do is disturb the sludge which will then be distributed throughout the rest of the system that you are keeping. Personally, I'd have the radiators replaced, power-flush to remove any crud in the pipes then have the new boiler...
