I have found a bench grinder, not sure if it’s going to be a good one. I think it’s a SIP 07792 around the £30 mark, I don’t know if it’s still available but wanted to see if it’s a good one or not.

Sorry, I can’t get pictures of the holes in the tool, but I can say it’s twice the diameter of the holes in the hooks. I am using 4.8mm by 22mm but the depth of the bracket just won’t flare the rivet enough. I shall use the washers to see if that will do what I need.
