That valve is an anti scold valve that mixes the hot & cold to whatever temp it is set at.
Don't know what your problem is but Why not try it without the valve ?
Is it a new valve ?
You never ruled out the coil.

If the tanks are level and it is the overflow from your cold feed tank that is running then it counts out the cylinder coil as this would run from the f/e tank in this case.
Look at what the others say...Mixer/shower tap
You can solder it if you can get the water out.
scrape the area with a shavehook or something sharp until back to shiney lead and solder it with some stick solder if you can get it.
Not to hot or you will melt the lead :shock:
Turn the heating on and see if you get hot water.
If you do then probably the diaphragm.
Simple and cheap job if it's the mechanical clock model Biasi.
These boilers are unservicable because of the asbestos and i have been told not to service the few that remain in my local council stock which means the council will have to replace them.....about time
It is not quite that straightforward.
Most boilers come fitted out for lpg but Biasi do a kit for £30 and i have done about 10 of these and they are pretty easy to set up the ignition and burner pressures etc.
I vaguwelly :lol: remember some 10mm type coil that fitted in place of the immersion :?:
And of course the sidewinder.

Are the pipes all fitted correct on the pump..cold at one end & hot at the other ?
Is the cold feed coming from it's own tank connector ?
Has he teed the hot off of the vent pipe in roof ?
Does the instructions say it needs it's own feed from the cylinder or first draw off from the hot water...
