Sorry, I wasnt' clear. If water isn't going into the cistern, its the inlet. If it is, but the cistern isn't filling then it's the discharge valve. And if it's filling - but the water won't stop running into the cistern, causing it to run into the overflow - then it's the inlet valve again.

I'd run a hot tap elsewhere in the bathroom. If it doesn't suffer similar fluctuations then I doubt it's your boiler. More likely your thermo (blending) cartridge. I reckon the blending cartridge has had it. It'll be a plastic thing behind the temperature control knob. They normally...

a photo would help. Normally they're directly behind the thermo control and either screw in or simply push in (snug fit).

You've already got the two suggestions I'd give. Try them - you're not going to damage anything. Turning it upside down should definitely fix it.

If it doesn't fill up at all then your discharge valve (the flush) is not closing properly. You can tinker with the seals in the bottom of the cistern but I'd probably just replace the discharge valve with a similar one.

If it's only affecting your shower then it's not your system, it's likely to be the thermostatic cartridge in your shower valve.

It's true, loads of companies do stuff like this (including Bathstore) but I reckon try Crosswater. I know they do a recessed valve option which looks like that. Presume one arm is a thermostat and the other turns clockwise for shower flow and anticlockwise for the bath filler? I think...
