    The brackets shown can be screwed through vertically or horizontally. It really depends if they will sit flush on the sections you have highlighted in blue. Failing that can you glue a batten either to the frame or to the ceiling above it? That should give you a nice flush surface to work from

    The chisel would help make it easier as and when required, not sure drilling holes would help unless you intend dropping dynamite into them.

    Aren’t they adjustable? Is it done with the screw on top? There is a product called a Hinge repair plate which may help depending what the fault is. i have just googled it and it appears the hinge cover just snaps in place.
