The brackets shown can be screwed through vertically or horizontally. It really depends if they will sit flush on the sections you have highlighted in blue. Failing that can you glue a batten either to the frame or to the ceiling above it? That should give you a nice flush surface to work from

Absolutely, it is always possible but can take time. Would suggest an extra pair of hands too

Judging by the light fitting I assume this is on the ground floor not loft above? is there any chance something has been dropped onto the ceiling from above?

The chisel would help make it easier as and when required, not sure drilling holes would help unless you intend dropping dynamite into them.
