Absolutely no need to line freshly skimmed walls. If painting just water down some matt emulsion. I tend to use dulux supermatt and water down about 25%. If papering use some thinned paste to size the walls. DO NOT USE PVA it is not designed for this!

When going over the tape on first coat do it with a relatively dry brush. Less paint means less chance of it bleeding underneath. This will help make the seal! Also you can get frog tape, never used it before but it is designed for this purpose.
