it sounds like poor circulation, possible causes: frozen pipe or partially frozen, lazy or stuck pump, sludge is system, more commonly frozen pipes seen a few with the same problem.

i think you will find its frozen inlet, if possible try and fill the ch side of the boiler moving the black water cock underneath 180 degrees downwards if it doesn't fill good chance frozen cold inlet.

the reason the condensate pipe is leaking is because whenever it has frozen up the condense water builds a pressure up in the pipe forcing a leak out, and you could could try a hair dryer onto the cold inlet of the boiler or even keep a few heaters near it and it will eventually thaw out.

It sounds like you have poor circulation in the system. This can be caused by various problems, sludge in system, lazy pump etc. Personally i would check the pumps operation and add a bottle of sentinel x400 sludge remover.
