    Netaheats can be configured for gravity hot water and pumped central heating. It's not really clear from your description which one you have. You have a pump, do you also have any motorised valves anywhere?

    On a sealed system boiler there is only one way water can be entering the system and causing the pressure to rise, even if the boiler is off. That has to be the filling loop. Why not disconnect it and see if that makes any difference?

    Your installer is talking absolute nonsense. The CM67 is a programmable room thermostat that does not have an anticipator. If it did, it would require a 230V mains supply, which it doesn't. What thermostat has he wired up to it then?

    Check the filling loop taps are not slightly open. Disconnect the filling loop if possible. As it's doing it when the system isn't running it is unlikely to be your expansion vessel and most likely to be the aforementioned filling loop.

    It's very unlikely that you need to re-pressurise the system via the filling loop - if there wasn't enough pressure it just wouldn't start at all. Your system is overheating and tripping the thermal cutout. You really need to get an engineer in to work out why.

    Airlock in zone valve

    The hot water system is not connected to your motorised valve in any way, so forcing mains cold up the hot supply will not make any difference. Why not just change the valve?
