    If you are spending that much on a garden room then surely it makes sense to have foundations of just as good quality. If you lay a row of concrete blocks or bricks on a foundation then they could be knocked off in future as the slabs re-laid.

    You have got the option to replace the small pane with a wooden panel which would be much easier to cut out a hole for the cat flap. Of course, that is if it is acceptable to those in the other flats and council etc.
