If Grommett is in Bournemouth then the DNO is SSE . EDF could be his supplier.

    moving incoming supply

Is it conduit or some dodgy pot? You need to find what it supplies. May be sub-main or loop service to an upstairs flat. ???? Are you in a house or flat? Also, as the neutral is in a fuseway, good chance it is fused, unless it has a solid link. As for moving the meter without...

Lights have power but don't work

When you say split load board, do you mean one with RCD protection on half of it? If so then if you wired the neutral to the wrong side then it will trip. Trying to understand how you have wired it. Is it possible you can post a diagram?

    WEEE Charges

The way I understand it is the the lamp manufacturer has a responsibility to contribute to the cost of disposing the lamp, which they are getting from you the buyer. I work in street lighting so we deal with thousands of old lamps each week. The recycling people now collect the old lamps for...

    metal main incomer

I'd say the DNO might know as it looks like they have done something recently with the earth. (done in newer type braid and new block). Correct me if I'm wrong, but I thought DNOs would replace old bitumin filled cutouts for free. Use the "fused neutral" card on them as well, might get you...
