    Not in the slightest. Quite the opposite to be honest. If you reduce height and cut both sides all at the same time you can stimulate a massive growth spurt that can negate the initial reduction if you don't get it under control. Whoever told you they could be killed off was proabably...

    Dig a pit in the middle of this bed 1 cubic metre , fill with the hardcore you removed (presuming you still have a heap of it?). compact hardcore well then top dress whole area with new top soil/soil conditioner mix. take a photo though if you can as 30 barrows seems a bit of an exaggeration...
