I think the issue is that now the boiler PCB has been fried it needs to be replaced, and he may need to be gas-safe to do that even if the original thermostat connection didn’t need it. On at least some boilers, after replacing the PCB you have to do some gas flow rate (????) adjustments...
Things to consider: price, ease of handling (“traditional” fibreglass is unpleasant, but some modern products are softer), acoustic properties (would you appreciate more sound-proofing here?), local availability.
Vermiculite is a poor insulator compared to modern materials. It also absorbs moisture, which may not be ideal in this case.
If you want something that you can pour in, consider polystyrene beads.

If it were mine, I’d turn the power off, open up the socket, and check for loose connections.
It’s probably normal, but it does happen that loose connections on the backs of sockets can go unnoticed until you connect a large load.
So you should probably just put the cover back and get a professional in.
This might not be the right project to start with.

Just what I need! My 15-year-old fridge-freezer seems to be dying. It starts up, runs for about 2 seconds with a maybe slightly lower-pitched hum than usual, and then a cutout on the compressor clicks and it stops. A plug-in energy meter suggests it takes 3-5 Amps while it tries to run.
