Potterton Kingfisher - no hot water

If the header tank (cold water storage tank) is empty then there could be no flow of water, hot, warm or cold from the outlet of the cylinder. The flow form the cylinder is dependant on there being water in the header tank.

    no header,should i install one.

It could be, I have come accross cold feed coming off header tank. Easy way to test is to hold down float and fill tank till the water comes over the outlet then try to vent the top floor rads.

    no header,should i install one.

It's back up into the loft for you. Have a good look round. You would expect to find a large water tank and a much smaller feed & expansion tank for the heating back boiler. (There is one or two back boilers that can be used on a sealed system so have a look for expansion vessel/filling loop...

Leaking elbow connection on hot water cylinder

You will have to remake the joint with PTFE tape or thread sealing string . You cannot use a sealing washer on the kind of joint you have on your cylinder. Applied correctly there will be no weeps or leaks.

    Combining basin & bath waste

But there is a very good chance the basin water will push up into the bath momentarily leaving a grubby ring a few inches around the plug hole. (Women do not like to see this) Would be best to keep seperate if possible.

Removing tap cover without runing the tap?

Use rag or bog paper under the grips but DO Notuse the grips at the base of the shroud near the thread but at the top close to the cross head. Rarely fails to work for me, but that strap wrench looks good to me.
