Pull off the grid in the centre of the waste outlet. You will now see four indents on the perimeter of the outlet. Unscrew the centre and remove using these slots, check the rubber washer under the base of the tray, you will probably find that water is getting past this. Clean up...

As others have said. Use grips or mole grips etc but do not apply grips at the bottom of the shroud. Grip as close to the top as you can, this way the threads are a lot less likely bind.

Whatever you opened to drain the boiler then keep that open whilst you recharge vessel.

There is no requirement for fsd on hob in rented accommodation. The regulation applies to flats etc in buildings with multiple accommodation (whether rented or not).

What you are trying to connect to is a washing machine tap. Is there not another tap similar to the one on the other end of of your filling loop? If not and the blue tap is not being used then replace it with the correct type.
