If the cistern overflow does not discharge internally into the pan then how is it connected? I have come across o/flows connected directly into soil and waste pipes.

Could very well be gate valve broken/jammed only partialy open. Don't forget the ball vale jet is only a couple of mm. Try the vac first as it could be air as the pipe emptied when turned off.

It is not necessary to unscrew anything to remove the strainer. The center of the outlet lifts off to allow the strainer to be removed for cleaning.
