i agree also,i dont see how <300 from a door/window/vent can be ntcs but a rubber collar ar..must be to stop people poking them through 12" square flues and not bricking them up :D
products of combustion is not co but speak to your neighbour regarding nuisance..how close is it to your window? the fan pushes the poc`s away so it is either drifting by your window or freak gusts of winds would have to blow it in.Is your window above the flue maybe?
did the fitter check the pressure at the meter? Most likely cause is undersized pipework and the fitter should have taken this into account and given a cost to fix it
i have heard of people using universal seals,but technically a wrong seal is still I.D and you should be prepared for the next service engineer to shut it down again if they notice
