getting in to cut the pipe at the joist side looks a right pain,could try cleaning it up and resoldering but it would be doubtfull if you could get all the water out the pipework

have you touched the fill loop at all? topped up the pressure? if so the valve may be left off (under boiler rhs) If not sounds like the inlet filter may be choked.

looks like a ferroli,has he just moved into the house? as saind the gas is off and should be checked,the f/r valve is also off and may be off for a reason i.e a leak on the boiler

simple question - did you check the pressure at the meter ? i have a feeling the answer is no if you didnt chek the pressure at thte meter ,then how can you tell what the drop across the pipework is?? i cant put it any simpler than that get your tools out and go back and check...
