    It does in one respect. If you are CORGI and you do it wrong, the customer may get some redress. In a way the law says the reverse of your first statement. You are deemed competent if you can join the CORGI club. If you subsequently do something incompetently, you will lose your club membership.

    That's your interpretation. I can remember one case where a landlord and his plumber/mate did some gas work that got one of them 2 years inside. And it was just a bit of gas pipework. (Mind you I think it was plastic)
