As Alastair says, give it a go, but there's bit of prep required. A plasterer would have no problem with that if you decide not to go for it.

Exactly, millions would agree with that.

That does not look good, get another plasterer in to get a second opinion. Plaster cracks like that if it dries too quick,, (suction, heat etc),, paint will not cover that at all,, it'll always looked "cracked",, get it looked at!!

First thing, WEAR A MASK WHILE SCRAPING. I'd give that whole ceiling a good going over with a scraper first, removing ALL areas that look dodgy, loose,, flakey etc.. The tape that runs across the ceiling should be checked too, to make sure it's secure, and also check all other tapes/joints too...

I normally use a small, pointed paint brush to run around the coving edge, it keeps it nice and neat.
