The conditions were pages long and information was hidden behind links and I had to go all over the place to get all the information...

    The top picture is the valve body, the slotted shaft should turn back and forth easily, its travel is only a few degrees though. The plastic rack teeth look very worn. If the body shaft moves freely you can just replace the valve actuator head, if not, replace the whole lot.

    It's the variable tariff adjusted around the customers usage that is one concern for me. The terms from my supplier said you agree to he price per unit being changed without warning at different times of the day depending on usage.

    450V is correct, fit it it will be fine as long as the old one was also 4μF. Most motor caps will be 450V rated.
