Not really any need to drain down at all when fitting a Surrey flange. Just make sure cold feed turned off properly and open the lowest hot tap to empty pipework. Have an old towel or rag handy to soak up small ammount of water displaced when fitting.

Would be a good idea to check the pump. Could be that the hot water working on gravity only and you have not noticed this. When heating is called for then the boiler fires up and tries to work on gravity but of course going down on boiler stat as it is doing on HW but cannot circulate...

Check 2 port valve if vented system on S plan or 3port valve on Y plan. These can jamb in the open position causing the problem you're experiencing. Best to do this when system cold. Set to H W only and feel if outlet of 2 port or port A of 3 port getting hot when boiler starts up...

Make sure that the connections are as tight as possible. Loose terminals can cause extra heat. If you bought the Immersion from PTS then dump it and get another elsewhere.

Not possible. But if the tee is very high then air can be drawn in when the pump is in use causing air to be drawn in and causing an air lock.

The washer is knackered and the jumper is stuck. Have new washer ready and drop system pressure to zero. Remove drain cock screw and pull out jumper with long nosed pliers. The washer may stay behind and you would have to poke about a bit with the pliers to get it all out...
