    Average lamp life 2D 38W

At night, constant switching on and off perhps? As a slight side note, where I used to work we had a fluoro tube in the boiler room that was on constantly. In the 3 years I was there it never got changed.

    Recommend dimmers

This might be wrong but I was told rotary on/off was for a 1 way lighting system, and push on/off is for 1 or 2 way systems. I personally prefer push on/off as it seems a lot less effort!

Unidentified Light Years box and lighting under floorboards

Could it be related to this? http://www.lightyears.dk/ Is the box quite dense, or heavy? If so maybe a transformer? Are there any output terminals? Bit more info and a pic would help.

    New light switch

If you only have 2 wires put one into com, and the other into L1. (or L2 as its only a 1 way circuit.) edit: if new switch has metal face plate this MUST be earthed.

    Where to find?

Keep your ordinary incandescent lamps with your ordinary dimmers. To replace them with extraordinary dimmable led's and their counterpart extraordinary dimmers would take decades to recoup your outlay. And you'll probably prefer the type of light output from your current setup.

New Dimmer Switch Install, existing switch has 2 red wires..

As BAN says, its not neutral. All 3 are line and will carry 230 volts depending on the switch position(s). The black wire should have a bit of red tape round the end to signify this. The reason for this? Cable with 3 red cores and an earth is not readily available. Hope that helps.

3 core & earth to PIR light

I'm guessing where you said 'blade' you mean black? If you got a shock off the metal body then black is a live conductor. A test meter is required to determine which is line, neutral and earth, which is all that the fitting requires. The fourth wire, which may be a permanent or switched line...
