Is is possible that the thermostatic valves are damaged and preventing hot water from entering the radiators?

Other than the rad which is working properly, I switched off all the other rads bar one which heated up more at the top but is still struggling to heat up from half way down onwards.

They are fed from the bottom and the pipes feeding the radiators are only warm.
