That spindle is called a lockshield, usually found in the same room as your thermostat. Simple give it a turn and it will close thus reducing the heat output on the radiator (make sure its the flow side otherwise no heat reduction).

Sounds like an anti gravity valve is stuck, this stops unwanted circulation of your heating system.

15mm under mains pressure would be fine for the cold, but considering the distance i would suggest using 22mm and then reducing down to 15mm as close to the appliance/taps as possible for the hot water. That way you should maintain adequate hot water flow. Of course this is my own opinion and...
