    Why not just touch in all the knots with knotting solution, and then prime bare timber with acrylic primer/undercoat and then apply your water based paints.

    If you were going to use water based undercoat and topcoat, you would have to put an adhesion primer or knotting solution on all the knotts or they will just burn through the water based paint.

    Shower room ceiling paint peeling - Zinsser

    Zinserr perma white is self priming so I see no point buying other Zinserr products, I would give the ceiling a couple of coats, and lasts up to 7 years according to Zinserr.

    Your first picture looks like painted stipple artex, your next 2 pictures look completely different, look a blown vinyl wallpaper thats been painted.
