    Im with Dan, its not going to work. If its 38 upstairs the radiators will not absorb enough heat to transfer downstairs. Touch them, are they even warm?     What are the grey waste pipes? Sink? Shower? I'd confirm what they are and remove a section of the grey waste pipe and you'll then be able to cut the offending pipe and repair before reinstating the wastes.

    Are the copper pipes buried directly in concrete? Pipes direct in concrete ultimately fail. How old is the house and piping? This could be the culprit.

    I had a spare pair of radiator valves. So i used the tails from them into the bottom of the towel radiator, then a 90 degree elbow and a short length of pipe into the existing radiator valves.

    Might be your hoses especially if it came with a cheap head. Cheap ones tend to be really narrow bore which is restrictive. You can get wide bore ones to replace.
