I don't see why not. If you leave the valve in situ and unscrew the innards, hold the valve body in a Stillson or something to avoid putting stress on the pipes. If you can't do that, take the valve off and put in a vice to dismantle. Put silicone grease on the O-ring.

That's a better pic! Some valves have a packed gland you can tighten. Yours will have an O-ring inside. You could replace that, but obvs you would need to drain.

Unlikely to be the heat exchanger IMO. I would start by checking the gas pressure at the boiler, and burner with the boiler on, to see if it's lower than design (not to mention regs)
