I'm slightly concerned that this advice is being given to a DIYer who cannot prove that POC a will not be leaking from his boiler.
I replace Firebird ceraboard day in day out and I am obsessive about the fit and potential for leaking POC.
Depending on how much sulphur etc has built up in CC...
If you replace firebird combustion chamber insulation then ensure that no POC leak from the CC access door. I always use my flue gas analyser to prove this.
I have no idea how these keyboard experts have the time/energy/inclination to argue the toss about the legality or otherwise of DIY gas work.
This time could be spent doing something worthwhile surely?
I'd be looking at solenoid coil failure. Intermittent lock outs on a Wallstar can be a PITA and a lot of the time caused by oil supply issues.
But given the symptoms you describe my first port of call would be oil pump solenoid.
Take a look at hose when burner is running. Is the air bubble...
That looks like a G5 R40 boxed burner and Riello solenoids are pretty bullet-proof in my experience.
The symptoms in the video could be:
Excess air too high
Failed cell
Failed pump
I'd try tackling the fault in the above order. (Easiest/cheapest fixes first)
May need a competent tech though...

Are you sure it's the cell?
Can you hear the flame establish when you shine the light into the cell?
From how you describe it I would say it sounds like there is no flame as you have proved the cell works.

If you are using the pink QRB which is a high sensitivity cell then it may be detecting "false light" from the ignition. This will cause the LOA24 to pre-purge and then lock-out after 5 seconds. Try spinning the cell around to face away from the flame. Do this before changing control box...
