    Is it a lashing of pva? This is often see through on the must coat. Make sure it's dry and give it a light sanding. Then try again with the mist coat. It should then take the top coats.

    You can get plaster shadows when the plastering/ filler is uneven. If the plastering has dips in it then when light hits the bumps it can create shadows. What you've done should have really obliterated any colour showing through though.

    If the stains were there before repainting then they'll always come back through. You need to put some stain block on first or undercoat.
