    Presuming the leak has been resolved you need to kill off the salt now, scrap away the salt then wash the affected and surrounding areas with a water and vinegar solution about 4:1 ratio.

    I would say it is a shoddy tape and fill job, either try and pull back the tape and reapply or cut it out and replace. Also as it is a newer build check to see if the house is still under warranty.

    When you give the new plaster a mist coat before painting you may find that will fill the crack. Personally I would advise to open the crack up then fill and sand twice, I know you don't want to go down that route but it always does the job for me.

    Sand down to take off the shine then oil based undercoat then gloss. I must say lining paper on mdf is a bit bizarre but each to there own I suppose, you would normally just use a mdf primer. Just make sure it's still stuck down well before re painting.

    I only ask because it may be part of the problem, i think its probably just a case of practicing your technique. Just for future reference a 6 inch brush is what you want.

    Financially your best option would be to prep it for a re-skim then get a plasterer in for what would be a days work. You wouldn't have to line the walls then either.
