    Looks like water getting in below the window sill, as these are PVC by the looks of, would suggest there are replacements and the sealing under the external sill not very good. To get a good view of the area, try taking pictures (use care leaning out) or a mirror to see what's what...pinenot :)

    I'm assuming you want to cut it in half or other, in a straight line and with cut edges you can cover etc. etc. Why not cut it with an angle grinder, fitted with a cutting disk...pinenot :)

    Far better to chisel out the old pocket and fit a cover piece (no need to fill the latch hole) using a piece of similar wood and grain, glue it in. Time and dust/grime will bring the patch closer in colour, and if you stain it perhaps you can match the patch in with extra coats...pinenot :)
