As Chris says the valve that fills the toilet is designed for low pressure. Should be a cheap job to get this changed.

Just get a replacement Turbo 88, the beauty of the 2 part syphon is that it takers 5 minutes to change, without the need to remove the cistern 1st (and they are dual flush)
